Ethiopian government officials, both civil and military, have allegedly reinforced this rhetoric, leading to punitive measures that \u201calienate and antagonize\u201d the population.<\/p>\n<p>Most recently, Tigrayan civil servants were excluded from a nationwide salary increment introduced in September.
