Therefore a reform that combines the principles of taxing all products per unit of alcohol and setting a higher rate on strong spirits is advised. Specifically, considering a two-rate tax system that sets a low rate on products with up to 20% ABV and a higher rate on products with more than 20% ABV suggested.
