GSTS-ACSOT Joint Letter to His Excellency Ambassador Michael Hammer Accentuating the Urgent Need to Fully Implement all Provisions of the CoHA

With this context, we respectfully urge Your Excellency (@MikeHammerUSA) to prioritize the following considerations during your engagement with stakeholders on your planned trip to Ethiopia; and exert all diplomatic pressure and utilize every tool at your disposal to:

  1. Enforce the unconditional, immediate, full and time-bound withdrawal of all non-ENDF (Amhara and Eritrean) forces from the constitutionally recognized territories of Tigray;
  2. Swiftly expedite the dignified and voluntary return, reintegration, resettlement, rehabilitation and recovery of IDPs and refugees to their homes, land and properties with appropriate support and reparation, with safety and security guarantee from Tigray regional security forces under the Tigray Interim Administration (TIA), as outlined under Article 5(3) of the CoHA;
  3. Restore Tigray’s territorial and administrative integrity to the pre-November 3, 2020, status quo ante; as stipulated in Article 2.1 (d) of the Nairobi Declaration of Modalities, within a publicly declared time frame; and enable Tigray Interim Administration to govern over its all constitutionally recognized territories of Tigray;
  4. Facilitate unfettered Humanitarian assistance to more than 4.5 million people in Tigray under threat of famine, drought, and conflict caused deprivation with a particular focus of IDPs and refugees;
  5. Provide all-round meaningful support to Tigray Interim Administration (TIA) to effectively execute its mandates including restoring basic services and infrastructures; ensuring peace, safety, and security; upholding the rule of law in the region; and implementing Tigray’s post-war recovery and reconstruction endeavors – including people-centered comprehensive reform and transformation packages;
  6. Expedite the provision of immediate and sustainable meaningful support for demobilized veterans and victims of conflict-related sexual violence (CRSV), who are currently facing large-scale economic challenges, physical injuries, psychological trauma, and other multi-faceted challenges;
  7. Facilitate political dialogue as per provisions in the COHA, including to ensure the effective representation of Tigray in Federal civil service institutions and federal government structures including the House of Federation, House of Peoples’ Representatives, etc., as per the agreement under Article 9 (1 & 2) of CoHA, and the Ethiopian constitution; thus, the voice of the Tigray people and their interests are heard, and they are involved in decision-making process; and
  8. Warrant an independent investigation into war crimes, crimes against humanity, ethnic cleansing, Conflict-Related Sexual Violence (CRSV), and other mass atrocities committed against the people of Tigray and other regions of Ethiopia; and ensure that perpetrators are held accountable; victims and survivors receive justice, along with any reparations owed to them. We strongly emphasize that accountability and justice are critical elements to foster genuine healing and reconciliation among nations, nationalities and peoples in Ethiopia, and for achieving lasting peace, and security.
    Once again, we extend our deepest gratitude for your Excellency’s and the US’s commitment to bring durable peace in Tigray, Ethiopia and the Horn of Africa.
    The GSTS and ACSOT reaffirm their unwavering support to the peace process initiated through CoHA and the Nairobi Executive Declarations. We remain fully committed to working closely with the US and all parties towards the full implementation of CoHA, to mitigate the existing humanitarian, and security crises and thus bring durable peace in Tigray, Ethiopia, and the Horn of Africa.
