“The implementation of demobilization disarmament and re-integration (DDR process) must be conducted in a manner that secures enduring peace and considers the security of Tigray,” stated Getachew Reda, President of the Interim Administration of Tigray. This statement was made during the official launch of the demobilization and re-establishment program which began yesterday. Getachew Reda acknowledged that there have been delays in the process but emphasized the importance of returning displaced people to their homes for the DDR to have meaning.
He also highlighted the need for attention to be given to the return of displaced persons and the territorial integrity of Tigray, urging the international community to provide support. Getachew Reda expressed concerns that current funding levels were insufficient for the establishment of demobilized Tigray army members and urged for parallel efforts to be made to assist discharged personnel as part of the recovery of Tigray.
Commissioner Temesgen Tilahun from the National Rehabilitation Commission presented a report on their work and called on donors to enhance their support. The Foreign Minister of Ethiopia Gedion Timotheos also emphasized the importance of working together to pass on peace instead of war and chaos to future generations.
In addition, the African Union Representative, Maj. Gen. Stephen Radina, underscored the crucial role of the demobilization process in Tigray for overall peace in Ethiopia and emphasized the need to fully implement the Pretoria Agreement.
The European Union Representative Sofie From-Emmesberger also pledged continued financial assistance for Tigray soldiers disarming and transitioning to civilian life. The launch ceremony was attended by representatives from the African Union, European Union, donor nations, federal government delegations, and the UNDP, as well as officials from the Tigray army and government.
Negash, a representative of demobilized fighters, highlighted the people of Tigray’s history of fighting against oppression and injustice. He stressed the need for the demands of the people of Tigray to be addressed for lasting peace. Negash urged for displaced persons to be allowed to return to their homes and emphasized that everyone desires peace, but for it to be achieved, the needs of the people of Tigray must be met.
The demobilization and re-establishment program aims to train Tigray Army personnel in psychosocial and civic skills as they transition back into civilian life. This process is part of the ongoing efforts to implement the demobilization disarmament and re-integration process (DDR) and fulfill the terms of the Pretoria Agreement.
