A bill proposing the establishment and implementation of an emergency declaration system to address urgent and uncontrolled disasters in Ethiopia was submitted to the House of People’s Representatives and discussed today, March 18, 2025.
During its 20th regular meeting, the House of People’s Representatives deliberated on the bill, titled Ethiopian Disaster Risk Management, which includes additional provisions to strengthen the framework for disaster response and emergency declarations.
Furthermore, the bill aims to create a comprehensive legal framework linking humanitarian assistance, sustainable development, and peacebuilding initiatives. It has been referred to the Standing Committee for further examination and detailed consideration.
According to information obtained from the council, the bill seeks to enhance the capacity of federal and regional administrative institutions to effectively manage pre-disaster, disaster, and post-disaster activities.
The proposed legislation also includes provisions for the establishment of the Ethiopian Disaster Risk Management Commission Council, outlining the Commission’s specific duties and responsibilities. Additionally, it addresses the roles and responsibilities of federal sector institutions and regional governments, as well as the rights and obligations of individuals affected by disasters.
