Excellencies:
We write with utmost urgency because the Ethiopian Government of Prime Minister Abiy Ahmed waging yet another politically calculated, ethnically targeted assault against the people of TIGRAI—this time under the guise of electoral bureaucracy. Since November 2020, the GOE criminally deregistered the TIGRAI People’s Liberation Front (TPLF), the only legitimate signatory to the 2022 Pretoria Peace Agreement.
This brazen move by the so-called National Election Board of Ethiopia—handpicked and weaponized by the Prosperity Party—constitutes a de facto cancellation of the peace accord of CoHA signed by the same regime and the TPLF in Pretoria in November 2022. It is not just a violation of a peace agreement; but an open, calculated step towards the renewal of genocidal war. The Prosperity Party is not acting out of national interest—it is acting with genocidal intent. This regime has:
1. Shredded the Pretoria Agreement by refusing to demobilize Amhara and Eritrean occupying forces from Tigrai.
2. Abandoned more than 1 million displaced Tigraians to disease, starvation, and homelessness—without shelter, security, or humanitarian aid.
3. Turned a blind eye to the systematic rape of over hundreds of thousands of Tigrain women and girls.
4. Erased TIGRAI’s constitutional rights and silenced its political voice at the Federal level.
5. Criminalized peaceful dialogue by outlawing the TPLF and confiscating community endowments.
6. Dragged the entire country into chaos—waging undeclared war on Oromia, Amhara, and every region that dares defy Abiy’s autocracy.
Let us be clear: Abiy Ahmed is not a reformer.
He is a war criminal masquerading as a statesman, responsible for mass atrocities already deemed genocidal by the New Lines
Institute, Yale University Law School, the UN, and numerous human rights organizations. Over a million Tigrains are dead. Millions more have been displaced and starved. Abiy Ahmed is now preparing to finish what he started—by launching Genocide 2.0, in plain sight of the world. This time, there can be no excuses.
In Oromia, state terror continues under the false pretense of counterinsurgency: mass arrests, executions, and ethnic profiling. In Amhara, drone strikes have incinerated more than hundreds of civilians in recent weeks alone. In the media, Ethiopia ranks 145th on the World Press Freedom Index: journalists jailed, newspapers shut down, and truth strangulated.
Your Excellencies,
we demand that you take appropriate measures to verify what is going on the ground. What is taking place is state-led terror orchestrated by a regime that manipulates international good will while massacring its own people. We demand the following actions without delay:
1. Publicly denounce Abiy Ahmed outlawing the TPLF and violation of the CoHA (Pretoria Agreement).
2. Impose targeted sanctions against senior Prosperity Party officials, including asset freezes and visa bans.
3. Suspend all aid to the Ethiopian GOE until it withdraws non ENDF forces from TIGRAI and recommits to the CoHA peace agreement.
4. Summon the ICC and or ICJ to investigate Abiy Ahmed and his generals for war crimes, crimes against humanity, and genocide.
5. Deliver emergency humanitarian aid to all besieged regions—TIGRAI, Oromia, Amhara—without delay or restriction.
7. Deploy international monitors to oversee the fragile situation and prevent further bloodshed.
8. Restore TIGRAI’s political rights, including regional autonomy and representation.
Particularly vulnerable are the Irob and Kunama peoples of TIGRAI—small, indigenous communities now under Eritrean military occupation. Their survival is hanging in balance. What Abiy Ahmed is executing is not politics. It is a systematic ethnic cleansing. The international community has the tools, the legal justification, and the moral and legal obligation to act. This is your moment of truth.
