Urgent Call for International Action as Tigrayan Displaced Persons Prepare to March Amid Escalating Crisis

The Tsilal Civil Society of Western Tigray (TCSWT) has issued an urgent appeal to the international community, warning of an impending humanitarian crisis as displaced civilians prepare to march towards Western Tigray, risking their lives in protest against ongoing occupation and violence.

In a formal letter sent to the U.S. Embassy in Addis Ababa, TCSWT highlighted the worsening conditions faced by hundreds of thousands of internally displaced persons (IDPs). Despite five years of displacement, the organization stated that no meaningful progress has been made to implement the Pretoria Peace Agreement, leaving the displaced in overcrowded camps without security, dignity, or justice.

A Growing Threat of Bloodshed

The letter, dated June 16, 2025, outlines a troubling development: on June 11 and 12, IDPs stormed the office of the TIRA President in an act of desperation, demanding immediate action. Frustrated by prolonged neglect, they are now preparing to return to Western Tigray despite the dangers posed by government-backed Amhara forces, who continue to control the Tigray Region’s western zone.

TCSWT has condemned the international community’s failure to uphold the Cessation of Hostilities Agreement (CoHA) and ensure the safe return of displaced Tigrayans, citing violations that include illegal occupation, ethnic discrimination, and systematic exclusion from federal governance structures.

Global Demonstrations Announced

In response, TCSWT has announced global demonstrations to demand accountability from international actors, including those who brokered the Pretoria Peace Agreement. Under the rallying cry, “ENOUGH! Hold Accountable Those Who Broke Peace: No More Summers in Graves or Camps!” protests are scheduled to take place in:

Mekelle, Tigray (June 18-20, 2025)

Geneva, Switzerland (June 20, 2025, alongside the UNHRC session)

The organization has called for direct participation from international leaders and issued a demand for a formal statement by June 18, acknowledging critical failures, including the Ethiopian government’s refusal to facilitate the safe return of IDPs, ensure protection of civilians, and withdraw foreign and non ENDF forces from Western Tigray.

The Stakes: A Matter of Life and Death

As tensions escalate, TCSWT warns that the displaced face an impossible choice—remain in camps under deteriorating conditions or return home at the risk of massacre. The organization has urged international actors to step up and enforce the peace agreement before the situation spirals into further violence.

“The credibility of global leaders depends on their ability to act against impunity and injustice,” the letter states. “Failure to do so will embolden continued violations, leading to more suffering and instability in the region.”
