EU and Norway Urge Continued Peace Efforts in Ethiopia on CoHA Anniversary

The Delegation of the European Union to Ethiopia, alongside the diplomatic missions of all 27 EU Member States and Norway, issued a joint statement yesterday, November 2, 2025 marking the third anniversary of the signing of the Cessation of Hostilities Agreement (CoHA) between the Government of Ethiopia and the Tigray People’s Liberation Front (TPLF).

The agreement, signed on November 2, 2022, brought an end to a devastating war in Tigray. In their statement, the EU and Norwegian missions commended both parties for silencing the guns and acknowledged significant progress in restoring basic services, expanding humanitarian access, initiating the Demobilisation, Disarmament and Reintegration (DDR) process, and facilitating the return of some Internally Displaced Persons (IDPs).

The diplomatic missions emphasized the importance of sustaining and consolidating peace in northern Ethiopia and the broader region. They reaffirmed their readiness to support ongoing CoHA-related efforts, particularly those involving IDP returns in line with international humanitarian law and best practices, and the implementation of credible, victim-centered transitional justice mechanisms.

Ahead of Ethiopia’s upcoming general elections, the statement also called for the resumption of political dialogue between the CoHA signatories.

“Accountability, respect for human rights—especially those of women and girls—and reconciliation are essential for healing and delivering justice across all regions affected by conflict,” the statement read.

The EU and Norway further urged that ongoing conflicts in other parts of Ethiopia be resolved through peaceful dialogue and encouraged all stakeholders to engage constructively in the National Dialogue process.
